Youth & Government has three main conferences that we attend each year: Training & Elections I, Training & Elections
II and The Model Legislature/Court conference.

Training & Elections I
November 10th - 12th
Camp Roberts
Held at Camp Roberts, a California National Guard base near Paso Robles, the Training & Elections I conference (also
known as T&E 1 or Bob 1) is an exciting three day two night introduction to the Model Legislature & Court program.
Although initially designed as both a promotional training event and a stand alone experience in state government processes
it has become an important part of the Youth and Government experience for all delegates. Over 80% of the participants begin
their program year at T&E 1.
At the Training & Elections I conference delegates campaign for and elect the legislative house officers, state constitutional
officers, and Chief Justice of the Supreme Court who all serve at the Model Legislature & Court in Sacramento. The crowded
fields for Lieutenant Governor and Speaker of the Assembly are narrowed through the use of primary elections, first by a secret
ballot, then with a convention style election where the top two candidates move on to campaign for office at the Training
& Elections II conference.
Also at the conference: sophomore delegates begin their Forum participation, new junior and senior delegates are exposed
to the different roles available to youth participants, and returning senior delegates are offered interesting leadership
and group building experiences. Participation in this conference is not mandatory in order to register for the Model Legislature
& Court but is strongly recommended. It is especially important that all sophomores attend as they begin their work at
this conference. Once again, the interviewing and selection of the Historians, Legislative Committee Chairs, and Media positions
will take place at T&E I.

Training & Elections II
January 13th - 15th
Camp Roberts
The Training & Elections II conference (T&E 2 or Bob 2), also held at Camp Roberts, is a mandatory three day,
two night conference which brings together all participants attending the Model Legislature & Court. This is an intensive
training conference for delegates who go on to attend the Sacramento conference.
Delegates are assigned to their program areas and receive training specifically for those areas. Senators elect their
President Pro-Tempore, Assembly members elect their Speaker Pro-Tempore, all legislators begin practice with parliamentary
procedures, members of the Appellate Court elect the Attorney General, members of the Trial Court elect the District Attorney,
all of the Court Program participants begin work on their individual cases, Forum members will elect the rest of their officers
and begin to hear testimony, and the Youth Governor will interview and select the Cabinet.
On the last evening of the conference, the Lieutenant Governor and Speaker of the Assembly are elected in an exciting
convention-style election similar to the format of the major political party nominating conventions. Also in the convention
format, the crowded field of candidates for the following year's Youth Governor is narrowed down to three. These finalists
go on to compete in Sacramento at the Model Legislature & Court for the following year's top spot.

The Model Legislature and Court
February 15th - 29th
Sacramento
The Model Legislature and Court (ML/C) convenes each February in Sacramento. Elected officers and appointed officials
train on the Wednesday before Presidents' Day Weekend, and the rest of the participants arrive on Thursday. Delegates, advisors,
and staff are housed directly across the street from the Capitol Building at the Sacramento Hyatt Regency Hotel and the newly
opened Sheraton Hotel.
Meetings are held at the Sacramento Hyatt Regency Hotel and Sacramento Convention Center in several meeting rooms and
large ballrooms, but the State Capitol Building is the main site for ML/C activities. The use of its historic chambers is
one of the highlights of the Youth and Government experience. The California YMCA Youth & Government program is the sole
youth program with annual use of these prestigious chambers.
The Youth Assembly and Senate, as well as the Youth Legislative Committees are allowed the use of their respective legislative
chambers and committee rooms, and the Youth Governor is allowed the use of the Governor's Office. Members of the Appellate
and Trial Courts use legislative committee rooms for their proceedings, and the Youth Supreme Court is housed in the California
Supreme Court Chambers.
Perhaps one of the most important events at the ML/C is the election of the following year's Youth Governor. Each of the
three remaining candidates (primary elections are held at T&E II to narrow the historically crowded field) is given the
opportunity to address the delegates with a 5 minute speech at the opening session of the ML/C. Then, in the middle of the
week, the Broadcast Media program hosts a televised debate. Polls for a secret ballot remain open throughout the week and
the next Youth Governor is announced at the closing Governor's banquet.
Each year delegates who attend the Sacramento conference are in audience to various California political leaders. Each
governor since Earl Warren (1949) has participated in Youth and Government, often with a speech followed by a question &
answer session.
